Jasper-Troupsburg was in need of a qualified Construction Manager to help manage their capital improvement project. Given the scope and size of the project, they were interested in a CM but in a limited role to represent the Owner. Welliver delivered Enhanced Clerk services for the District’s capital improvements project.
Our responsibility during pre-construction included providing an estimate of the documents submitted to SED as well as assisted the architect in developing strategic bid packages. We also promoted the project and recruited qualified bidders.
During construction, Welliver administered bi-weekly meetings with contractors and distributed meeting minutes, reviewed all pay applications and change orders, and reported findings and recommendations to LaBella Associates. Welliver also made frequent field visits to monitor construction quality and schedule adherence.
In addition, Welliver performed as the Owner’s on-site representative to coordinate with the design team and contractors in the field. This included oversight for 18,000 SF of new roof at the Elementary School and 32,000 SF of new roof at the Middle/High School. Work also included new classroom unit ventilators, rooftop asbestos removal, new rooftop mechanical equipment, fire alarm upgrades, new boiler and pump upgrades, and a new fuel island for the bus garage and town municipality. The buildings remained occupied throughout construction.
