Bidding, Buy-Out, and Cash Flow Management
Welliver is proactive from the early phases of design, examining issues of constructability and cost. Leveraging our extensive estimating database, we are able to provide realistic cost estimates at each phase of design and use these estimates to determine the most cost effective and highest value in which to bid the project. Whether self-funded or financed, each project requires cash flow be managed from design inception through bidding, construction, close-out, and final payment. Commissioning

Building Condition Surveys (BCS)
The New York State Education Department (NYSED) requires all public school districts and Board of Cooperative Educational Services (BOCES) in New York to complete a BCS for occupied public school buildings every five years to properly plan and prioritize capital improvement projects. New York State refers to the BCS when planning for building aid reimbursement to school districts. With Welliver on your BCS team, we can perform an analysis incorporating the current climate, a district’s future goals, estimated cost to replace/repair, potential return on investment, and feasibility.
